TEA_PROG_TCLSH always set TCLSH_PROG variable to the tclsh executable in build directory. Some packages uses TCLSH_PROG to run make targets which is not possible when cross-compiling. However, old SC_PROG_TCLSH (used in tcllib for example) searches tclsh in the PATH first which is surprisingly works.
